Details

The first time you do an edge swipe or press Ctrl+Z it should show the appbar. Currently you have to press it 3 times for the appbar to show up.
Can you explain further: e.g. steps to Reproduce, what actually happened, what you expected to happen / see
This is for metro firefox which is internal right now on the elm branch.  I'll be implementing this so it doesn't matter much, but here is a more formal explanation:

Steps to reproduce:
1. Open up metro firefox.
2. press ctrl+z

Expected results:
Appbar shows up

Actual results:
Appbar does not show up until you hit it 3 times.
