It seems the hi-IN localized values in toolkit/chrome/global/intl.properties were reverted to the en-US default values in Aurora changeset 8eb851349ac2 back in 2009:

http://hg.mozilla.org/releases/l10n/mozilla-aurora/hi-IN/diff/8eb851349ac2/toolkit/chrome/global/intl.properties

In particular, the values of the preferences 'general.useragent.locale', 'intl.accept_languages', and 'font.language.group' do not reflect the appropriate values for the hi-IN locale.

It is recommended that the intl.properties file be synced with the most recent version, which has much improved localization notes, and then relocalized to reflect the best values for this locale.
Closing this one as there is no update!

Thanks
