steps to reproduce:
1. Load https://marketplace-dev.allizom.org/app/chess-1/?src=
2. Notice that there is no "Submit review" button on the details page

expected behavior:
Since we want to encourage users to add app reviews, we should reduce the number of clicks which takes the user to get to the review form. Please consider adding a "Submit review" button on the details page.

The button shows up on the link above, but doesn't show up on https://marketplace-dev.allizom.org/app/checkers/?src= .  It also seems to disappear on the original page when in 320x480.  Seems like a UI/CSS thing I guess?

As a regular user (with no special permissions) I see the "Write a Review" button:

As an admin I also see the button:

You can still reproduce this? And the code path seems fine. This is bizarre.
