The forums are currently listed in the order they were created, sorted by PK. This is problematic as newer but important forums are listed at the bottom (like L10n forums). To fix this we should add a display_order so that they can be reordered. Also, while we are adding columns, we should go ahead and add a is_listed column so that certain forums can be hidden from the forums list at /forums. This allows the creation of separate community forums that don't get mixed in with the main forums. This will be initially used for the Firefox OS (pt-BR and en-US) forums.
