We wanted this originally for webapps, but we should be able to do it any time Fennec is started with a url. Kicking off a request in java should ensure that the modem is on and the dns cache is up to date by the time gecko is started. We do this for some bit.ly type links. Any reason not to do it any time we're started with an url?

So this basically requests the entire page whenever we get the url through an intent. I'm not sure if we would be better doing a simpler ping of some type? Quickly looking for alternatives I didn't see much. Opinion?
