Add config.ini key to disable the Site Selector menu.

Details
The Site Selector menu is no longer required by Netscape. But since it could be
used by the mozilla developers, a new config.ini key should be created to simply
disable this feature (meaning do not display it):
[Site Selector]
Status=Disabled
the default value should be Enabled if Status= is not set.

No need to add a new key when all we need to do is comment out the section or
not include it at all. It will use the global URL in the [General] section
instead.
