784773 - Move the div id="relnoteswitcher" for Desktop/Mobile on release notes

Currently this toggle button is up in the top right (http://cl.ly/image/173M2G2u2W46) and in discussion with PR yesterday it was requested to have this item sit just above the list of changes instead so that it's more obvious to the user which page they are on. Thank being said, it's also potentially confusing to tell if you are viewing Desktop or Mobile (though it shows in the title bar it doesn't show anywhere else on the page).  If there's a visual cue we can give that makes it more clear what the selected box in the relnoteswitcher is hinting at when it's "down" or not that would be really great.

I'm assuming this is a change to firefox-notes.css and hope that it might be something that could be in place before next Tuesday 8/28 release day.

I think that this will require markup changes if you want to move it into another section. We use a tool to generate the release notes: 

https://github.com/jlongster/relnotes

Which basically takes a template html file and spits out the notes. I think Alex can follow up with this, as he's the one who's generating them and using the tool.

I believe that this is a Marketing/Design bug if anything. Are we sure we don't just want to change the relnotes template to more prominently note Desktop or Mobile in each as text?

We'll be working on a redesign of release notes in the next quarter or two so closing this out.
