clicking on the globe icon in notification bar fails to apply the update

Details

Desired: When you get the notification to update Nightly, anywhere you click should download and apply the update. 

Current: Instead, if you click on the globe icon, it simply switches to Nightly and refreshes your current page. Now you have to go digging around in settings to request the update. (If you click on the text of the notification, it does update correctly.)

STR: always happens on my Google Nexus
