78525 - Modern theme contextual menu shows up when clicking on scrollbars

This problem appends on Mac on any windows that have contextual menu. Just click
and hold down the mouse button on a scrollbar without moving it will cause the
contextual menu to show up. Try this on the vertical scrollbar of a browser
window...

Actually, most of the scroll bars do not show this. Only Mail and a few others
that were not covered by the fix for bug 74380 show this bug.

Reopening as a separate bug since Browser window show this problem only in
Modern theme. Modifying Summary and adding keywords.

I don't see this in today's builds, resolving as wfm.  If you're still seeing
it, please reopen with exact steps to reproduce, including which window, which
scrollbar.

Reopenng.2001050314 trunk shows this problem in browser window with Modern
theme, but not with Classic.
Try this bug page. Both vertical and horizontal scrollbars produce contextual menu.

This is only at the first loaded page in a window. When you go to another page,
contextual menu do not come up any more. It seems like an initial problem as is
the case with bug 61826. Also, I have noticed that in  new Modern theme, arrows
at the end of scroll bars never get converted to double arrows if setting in
Appearance control panel is to have double arrows at both ends.

I am wrong. It is not getting turned off because it is a new page. It is turned
off by another bug 78725, I guess.
