I enabled it in my preferences yesterday and I noticed that I'm not receiving HTML bugmail this morning. I went again to the prefs page and now the option is set to "text" and is disabled.
It got disabled due to regressions and will be allowed again once those problems have been fixed. Specifically, sometimes the HTML bugmail was sending truncated mails without multipart parts and other times failing on certain Unicode characters (this problem not confirmed).
