Details

When a new chat window is created, it should be opened in all navigator:browser windows (same goes for closed and reordering).

This will prevent users from swapping windows to try to find which window their chat existed inside of.
Testing in 8/29 Nightly, the chat windows do appear in all browser instances. Removing a chat instance in one browser does not remove it in the others though.

Narrowing the focus of this bug now.

we actively moved away from a single chat appearing in multiple windows, closing.
