Details
Spin-off from bug 784272, pages can have horizontal scrollbars or implement their own scrollbars. They can even have nested scrollbars in the case of multiple frames. This bug is to investigate how to work around these issues and keep page content accessible while also providing a native feel for the chat windows.

The solution for this bug is to add a full-width chat bar (similar to the Find Bar). This bar can dismiss itself when there are no chats. It should be below the page content (iow, content scrollbars need to be above the chat bar). When chats are minimized, they should retract into the chat bar, and should not overlap the content or scrollbars.

Is a full-width chat bar really necessary? I would find that rather annoying and a waste of space. But if it is really hacky or hard to solve this without a full width toolbar, I find myself in a position insufficient to change your mind.
