I've seen this happen multiple times, and the problem usually corrects itself on the second or third time that you open the download manager.  see the screenshot for an example of the problem.

Was already there before. I thought it was related to the fact there was no anchor (because it auto-hid), but apparently not.

I think the same fact (anchor auto hidden) is valid now also. When you click the Downloads button the first time, it changes from White to black (if you have the button besides the tab strip), which indicates that initially the button corresponding to the old downloads window is present, and when you click it, the button changes to the new downloads panel button. You can also notice the width change. So when the panel is opened the first time, its actual anchor is not present, and just after the opening of the panel, is replaced with the old downloads button.

pop-up window (panel) is always under download button (indicator).

This also happens to me on a Win7 64-bit using the 32-bit Firefox, and in Win7 32-bit.  So it's probably Platform: All.

I've noted that if you 'click' the downloads button just after starting up the browser, you will the Download Panel which will be empty if you are just starting up the browser, but it will display 'Show all Downloads'.  Click the button to close the Arrow-panel.

Start a download, now note that the panell is anchored where it should be.  

Is there something that not being initialized in the right order or something during start-up of the browser ?  Not a coder so no idea really, just food for thought.
