I wouldn't be surprised if there was work planned to make this better that will cover this but I thought it best to file a bug.
Since Java was already disabled restarting shouldn't be necessary.

Not explicitly planned, though bug 782261 covers any blocklist bug pretty broadly...
The trouble is, we don't keep track of whether the plugin was ever active for the current session. If it was, then arguably we do need to prompt to restart - for the same reason we prompt normally, instead of just disabling it.
