Details
(Keywords: hang, Whiteboard: [dupeme])
User Agent: Mozilla/4.0 (compatible; MSIE 8.0; Windows NT 5.1; Trident/4.0) Steps to reproduce: I recently upgraded, and this happens all of the time when I try to change the Options settings. I have tried resetting Firefox, disabling all add-ons, plug-ins, etc. but the same behavior still occurs. It freezes, hangs, or whatever you want to call it. Actual results: When I try to go to Tools, Options, it stops responding and I have no choice but to kill the process/close the window. Expected results: It should have allowed me to change the settings instead of hanging.
Could you test with a fresh profile, please (don't import anything). See https://support.mozilla.org/en-US/kb/profile-manager-create-and-remove-firefox-profiles
I created a brand new profile and tried it again (without importing anything), but it still freezes.
Same behavior in safe mode? http://support.mozilla.org/en-US/kb/Safe%20Mode

Does anything like that happen when you open a Downloads window (Tools → Downloads) or try to save a page or download a file?
Opening a Downloads window (Tools -> Downloads) works fine, but trying to download a file causes the same problem. I just tried to update Adobe Flash Player because it informed me an update was available, and when I clicked the "Update Now" button on the Adobe page, it froze. Trying to save a page also freezes up.

The problem is related to access to your downloads directory (compare bug 280442). Try going to about:config, and checking and changing the value of the preferences beginning with browser.download.

Default behavior when downloads directory isn't accessible is to change it to windows default (usually under loginname\Downloads). That works on Windows 7. Can someone try making their DL folder inaccessible under WinXP and see if this issue or something similar occurs?

I made the download folder inaccessible and I could not reproduce the issue. Mozilla/5.0 (Windows NT 5.1; rv:15.0) Gecko/20100101 Firefox/15.0 Mozilla/5.0 (Windows NT 5.1; rv:43.0) Gecko/20100101 Firefox/43.0 Is this still an issue for the reporter? We are cleaning up old and untriaged, thanks.
