The L10n coverage chart on the KPI dashboard currently takes into account trivial changes (first level) and counts localizations as not up to date as long as they don't incorporate those changes. Since we agree that first level changes have no meaningful effect on localization they should be discarded when measuring the L10n coverage.
CCing Ibai. I remember talking about this during the development of the algorithm. There was a reason we did it as is.
Just for context, this was a result from yesterdays KB meeting.

There was a misunderstanding from my side at the end of the bug. Because we don't request the first level changes to be localized we should discount them from the metric. 

There doesn't seem to be a reason to keep those en-US updates as part of the other locale's out-dated articles.
