This can happen when build.mozilla.org is no longer serving content (it will likely stick around to serve 301's until the SSL cert expires, but that can run on the releng cluster). The blocking bugs indicate this dependency.

Turned off, and bugs filed to remove flows and ACLs; tomorrow I'll delete and flush DNS.
