78811 - CertManager: double clicking a cert should open the CertViewer

When you double click on a cert, it currently does nothing. Instead, it should
open the Cert Viewer to display the contents of the certs(s) that are selected.

Would also like to indicate that effects of bug# 91453 [double-clicking on the 
text of the cert automatically selects the last cert within the cert group] 
which is still to be fixed, would show up here - that is, double clicking the 
cert container text would pop up the view for the last cert in the group. But, 
this needs to be a separate fix, and is not included in this patch.
