Need 3 new VIPs (dev, stage, prod) picked and setup in dns, and added to zeus in phx1 for the new bouncer cluster as outlined in https://mana.mozilla.org/wiki/pages/viewpage.action?pageId=26414718

Also add these IPs to mana.

zeus configurations (mostly) complete. i am going to mark this as resolved, but before we go live with download.mozilla.org we will need to update the existing download... virtual server to point to the new bouncer pool.
