https://etherpad.mozilla.org/armv6blocklist has the list of devices that are either out of spec or unknown per manufacturer. All the out-of-spec and unknown devices should be blocked from the device list for the ARMv6 apk once it's been uploaded to the play store for 16.0b2

Per today's channel mtg, rail/coop/callek will do blocklisting for this release. We'll revisit larger process question after this release has shipped.

The spec is more restricting than the CPU/RAM couple: support of OpenGL ES 2.0.
As bug 778175 is hit in Beta, there are devices that should be blacklisted (ARMv6 or ARMv7 CPU).
In addition, devices with buggy drivers should also be blacklisted: see bug 771774.
