This bug can probably be duped to bug 784759 but it's good to have hard data on exactly how long it's taking and how much of a win we can expect.

Note, This problem is worst on first run/updates when we have to create the passwords/form history databases. Is that what the test is showing? When I profiled this before the time was much less on subsequent runs (although I can't remember the exact numbers).

Yes, this is for a fresh profile. I'd be nice to do profiling on existing profile but we're not there yet.
