Steps to reproduce:
Bug is actual for IE (version 9.0) and Chrome (21.0)
STR:
1) Go on quality.mozilla.org.
2) Click "Sign up"
3) Fill in all required field for registration
4) Click "Complete sigh up"
Actual results:
AR:
Red text "Please check the CAPTCHA code. It's not correct."
But there is no any CAPTCHA in IE and Chrome!
Expected results:
ER:
Registration is finished.

Raymond, can you verify if it's fixed in IE? The captcha is appearing for me in Chrome since the last update but I don't have Windows handy.

I'm getting certificate errors in Internet Explorer for quality.mozilla.org right now. I'll file a new bug for that
