Actual results:
The "Edit this bookmark" dialog(?) does not differentiate obviously between new and existing bookmarks. (Yes, the "Remove Bookmark" button is absent in one case, but an absence is not obvious enough.)
Expected results:
SeaMonkey should make it clearer when you are not adding a new bookmark but are editing an existing bookmark (and have the potential of destroying information because you think you're editing a new bookmark when SeaMonkey is instead editing a different on).
Maybe the "Edit This Bookmark" text at the top should say "Edit New Bookmark" or "Edit Existing Bookmark".
Actually, the differentiation should be in the "Done" button--it should say something like "Add Bookmark" for the adding-new-bookmark case and "Update Bookmark" for the editing-existing-bookmark case.
I don't see any "Edit bookmarks" dialogs in default skins, are you using some custom theme? On editing bookmark I see "Properties for" at top and "New bookmark" on adding new

Ok, reading your other bugs I understand where you find this, it's already fixed in trunk, on new bookmark you get "Page Bookmarked" header, and on editing it says "Edit This Bookmark", not sure when it was implemented and would appear in release version
