Split off the admin. This is a tracking bug for all the things this contains. But the main goals here are to:

- put this behind a VPN
- seperate out admin tools from reviewers and editor tools
- move things to a seperate, repo, instance and so on

And hopefully improve the security of all the things. There's a doc on this here:

Not sure how relevant this all is. We might have to figure some of this out.

-> ashort.  Please coordinate with andym & co about how things are getting packaged and split up.  Note the P4 - this is a good thing, but if other priority stuff shows up, please focus on that.

We're moving towards basing most of our tools on CLI interaction and ripping out the scaffolding altogether.  There will be a couple tools left but it doesn't seem like they are worthy of the complication of having a completely different site at this point.  -> wontfix
