Cannot create a new bookmark folder and name it

Using 2001050404, US Windows 98
Steps to reproduce
* From Bookmarks menu, select Manage Bookmarks
* Either click New Folder button, or click File/New Folder
* At the bottom of the list of bookmarks and folders, a New Folder appears,
with the name New Folder. So far, so good.
* At this point, I expect to be able to rename the New Folder, by typing over
the characters "New Folder" and hitting Enter
* What occurs: the folder remains named New Folder--I cannot give it a name

Looks like a dup of bug 68539. Things work fine if the new folder is
visible immediatly upon creation, but if you have to scroll down to
edit it then it doesn't work.
