78991 - Dragging to place bookmark on toolbar missing description

Can drag a page to the toolbar but no text appears with the bookmark.  The icon
for the bookmark appears though;

Using build 2001052904 on Win2K.

I'm noticing this bug when dragging a link on a webpage onto the Personal 
Toolbar, the sidebar and Manage Bookmarks window.

Expected Results:
Boomark should have the name of the link.

Ok, similar (if not the same) issue as bug 82677.

If the site being linked to is not in the cache, then the bookmark gets no name.
