A minimum window size needs to be implemented to the toolkit
so certain windows such as the prefs, mail etc dont get too 
small.

74940 says nothing about implementing anything, it's not clear
at all that we plan/need to implement anything by reading that bug.

This bug should be open,
The reason for me opening this bug was that there was no specific bug 
for an actual implementation of a minimum window size.

I also think this bug should supercede bug 79948 because the end user
shouldnt be forced not see certain prefs parts.

Well, it was clear to us, but in order to make it explicit, I'll copy this bug's
intent to Bug 74940.  We don't need separate bugs for this though, so resolving
again.

Neither bug will supercede bug 79948 though, that is an entirely separate issue.
