[Otoro][FM radio app] The dial between 87.5MHz and 88MHz is not shown when scrolling

STR:

1. launch FM Radio app
2. hold down the dial and start moving to tune the frequency

Expected:

1. The dial is shown and move with the finger

Actual:

1. As soon as the finger start moving, the dial between 87.5MHz and 88MHz is hidden. It will come back when we stop moving.

Note:

1. Doesn't happen on B2G Desktop so it's not a Gaia issue.

We have frequencyUpperBound and frequencyLowerBound attributes in the WebFM api, please check bug 779500
We decided in triage that this doesn't seem like a blocker, especially since it seems like a graphics issue.  Obviously feel free to re-nom if you disagree.
