SVOX Pico TTS is Apache licensed, and included in the Android base layer. It is available here: https://android.googlesource.com/platform/external/svox It is needed for providing text to speech capability for our Firefox OS screen reader. You could see how it is utilized in the patch in bug #687879.
Asking for blocking-k9o since we don't want this to fall off the radar for FF OS v2.
