This push will require an estimated 20 minutes of downtime for the database changes.  As such, we would like to do it in the window of 5-6pm PDT tonight, 9/12/12.

This bug will depend on a couple of database bugs that mpressman is filing.  Will add those dependencies once filed.

I'll also add the build to push, shortly.
