790986 - Order more machines for Socorro ES to get to a usable configuration

We started with 8 boxes for production to hold all the data.
Then we stole 2 for staging and one for dev, leaving five in prod.
Then we learned two things, thanks to phrawzty:
- the minimum number of machines needed for a usable configuration is 3
- you must have an odd number of nodes

So, we should aim for:
- 3 in dev
- 3 in staging
- 9 in prod (8 for capacity, and one to make an odd number).

This means we will need to find or order 7 more machines, by my count, of the same specs as the others.

The current servers have 36GB of RAM. Currently, it's cheaper for us to order new servers with 48GB of RAM (due to availability of the smaller DIMMS).

Let me know if the mismatch will cause problems, otherwise we'll move forward with the larger capacity. All other specifications remain the same.
