Steps to reproduce:
1. Create a browsing history in one tab and navigate between the pages so that both the Forward and Back buttons are active
2. Open a second tab and navigate to any website.
3. Switch back to the first tab.
4. Open the tab drawer and close the inactive tab. Close the tab drawer and observe the Back and Forward buttons

Expected results:
The Back and Forward buttons are active

Actual results:
While this is the only opened tab the buttons are grayed. If the user opens a new tab the buttons become active again but once the second tab is closed the buttons become inactive again.

I am also able to reproduce the issue on Asus Transformer running Android 4.0.3

I can reproduce this on the Galaxy Tab 2 7.0". Agreed for tracking 16; seems pretty clumsy.
This is tracking 16, can we get an update here as we're nearing cut-off?
