This bug is a suggestion to add functionality to be able to drag minimized chat panels to reorder them (same as we do for tabs).
All chats should be movable, so updating the title accordingly.
Summary: Drag to reorder minimized chat panels → Drag to reorder chat panels
As part of this work we should add a visible full-width chat bar at the bottom of the browser. Minimized chats will not expand outside of this chat bar. If no chats are open then this bar should collapse.

This will solve our problems with blocking page content (GMail chats) and horizontal scrollbars. It is also part of the reason why users want to be able to drag & reorder their chats.
