In bug 791732 we allow packaged apps to be signed for users. But reviewers will need to able to get packaged apps as well that are signed. That way reviewers will be able to actually test a fully signed version of the app.

This bug is not about the signing, but the infrastructure around letting a reviewer access a signed app even though it hasn't been signed. So we'd need to allow a way to sign an app and return it back to the editor tools. But not store that signed version permanently.

If we can find a way to make the signing temporary and expire like we do with receipts that would be awesome, although that might be in a seperate bug.
