1. Open a chat with another FB user.
2. Open a second window, and open another window with that user.
3. Spam your friend!
Without looking at code, I'm guessing there's a notification/observer setup that isn't dupe catching.
This is rather annoying!
I'm actually not able to reproduce this with Firefox 18.0a1 2012-09-18. When I try to follow your steps, Mike, I am unable to open a second chat window to the same person. However, that brings up a second undesired behaviour; I should be able to open a chat panel to anyone in any window.
Just to clarify, here are my steps:
1. Click a friend in the sidebar
> Chat panel opens
2. Open a new window
3. Click the same friend in the sidebar
> Nothing happens
Expected:
Either open the chat in the current window or switch me to the window with the chat open already.

I can repro something similar:
* Have 2 top-level browser windows opened, both with sidebar visible.
* Have some other FB user initiate a chat with you.
I then see the chat window open in both top-level windows, and all future message from that user go to both windows. Any messages I respond with appear *twice* to the initiator.
I don't think this is going to be an issue on our end but in facebook's implementation. Also note that you can get a very similar effect without the social feature - have 2 top-level browser windows open, each with a facebook page open. I expect most of this is "by design" from their end (but obviously they may re-think that)

Anthony: I could repro that as well. Revised STR:
* Open a new window with the sidebar active.
* Start a new chat
* Observe that the window opens in both windows
* Text is now doubled
