791830 - [ota update] Homescreen is empty after the update is applied

When the over the air update is applied the phone reboots and has an empty home screen.

Steps to reproduce:

1. load the 2012-09-16 EU build onto an otoro phone
2. force an OTA update using ttps://gist.github.com/7acb26790bf3dd0bd71e
3. wait ~2 minutes and the phone will begin downloading the update
4. allow the update to be applied (the phone will reboot)
5. navigate to the homescreen (past the lockscreen)

Expected:
The update is applied successfully and the phone is functional.

Actual:
After the update is applied the phone is left in a state where the homescreen is empty.
