Copied from bug 790669...
Adjust the front end to use the new URL instead of the package URL in installPackage(). We do not need to maintain the old way of installing packages.

I'm going to be using a different mini manifest path for reviewers that doesn't cache the manifest, and points to the latest pending version, and grabs the reviewer's signed zip file.
That could be a separate bug to this, or it could be here also. Up to you. Just a heads up.

Installs have regressed on B2G, so will hold onto this until something magical happens.
