Based on https://bugzilla.mozilla.org/show_bug.cgi?id=483289 , we do want to add kaz.kz to search engines in Kazakh. However, it appears that the service is down, so I'm fixing the patch as I'm filing this bug to remove kaz.kz from the current patch, and opening this bug to discuss this matter.
According to Victor Pokusov, the owner of the kaz.kz, it is problem of lack of ip addresses that prevents him from switching the search engine on. CC'ing Baurzhan so that we can discuss everything.

Anyway, my current plan is to wait until the end of September and then to modify the proposed pach removing kaz.kz from the list.

Please don not remove it from search engines.
