"Windows Services" check is bogus

From what I understand, this check expects all "automatic" services to be running at all times, which is silly - automatic means that they start on demand.

So, we should fix the check, or delete it.
I deleted it for now.    r47979 in sysadmins puppet, and the following on admin1.

That suggests this can exclude certain services.  I'm not particularly worried about this at the moment - we have lots of other fun things broken, and this is giving false negatives and no real negatives.  We can either monitor specific services, or spend some time ignoring services .. later.
