[OTA update] Selecting "Later" will not bring the updater back within the time frame

When an system update is found, a screen is offered to update now or "Later". Selecting Later, i would assume it comes back within the offered time i triggered it.   (With the script below, i forced a 2 minute timer).   Howveer, after dismissing "Later", the update never gets notified again.

Steps to reproduce:

1. load the otoro_2012-09-20_ics_us_update.zip build onto an otoro phone
2. force an OTA update using https://gist.github.com/7acb26790bf3dd0bd71e
3. wait ~2 minutes and the updater will be present.  A dialog will appear with an option to update now or Later
4.  Select Later, and verify it never returns in 2 minutes or later.

Expected:
- Selecting Later, should find my update again and bring the notification back.

Actual:
- no updater notification anymore.

It's not relevant.

I was just prompted to download after pressing "Later".  I have a custom patch applied to knock the timer way down.

Going to close WFM.  Please reopen if someone else can repro, and please be as specific as possible about the amount of time you wait in each step.

I'll post my testing patch for reference.
