Edit Bookmarks Panel layout is broken.
  Extra space area appears. 
  The tree view is cut off

This problem happens Aurora17.0a2 and Nightly18.0a1, but not 16Beta4.

Steps to reproduce:
1. Open http://www.wincert.net/forum/topic/3637-tool-ffam-v10211/
2. Bookmark This Page (Ctrl + D)
3. Click dorp down arrow "Show all The bookmarks folders"
4. Click dorp down arrow "Show all Tags"
5. Done

6. Click StarUI in LocationBar
   --- Observe popup panel

7. Click dorp down arrow "Show all The bookmarks folders"
   --- Observe the tree view

Actual result
  Extra space area appears. 
  The tree view is cut off

Expected results:
  No extra space area
  The tree view should not be cut off
