SpellCheckDictionaryBootstrap.js shouldn't bother to unregister dictionary on app shutdown

Details
Currently, SpellCheckDictionaryBootstrap.js will always unregister a dictionary when the bootstrap shutdown() function is called, regardless of the reason. However, doing that on app shutdown doesn't do anything useful, since dictionaries aren't persisted between restarts - so its just wasted cycles.
