Details
If I flash my otoro, disable wifi, go into Cellular & Data, enable Data and go into APN Settings and select Internet, it doesn't connect to the data network (i.e. I don't see an H by the signal strength) until I restart the phone.

I synced with otoro repo on Oct. 1 and couldn't reproduce this issue. Maybe you can try the newer one.

I tried with a build from this morning and it seems to be working fine now.
