Steps to reproduce:

hi,

google docs buttons are not visible in nightly.
They are visible for some time on hover only.

got to docs.google.com
create a new word document or open existing word document.


Actual results:

The buttons in layout/design toolbar in google docs are not visible.
They become visible for sometime on hover only.

issue seems to be there on linux nightly as well.


Expected results:

google docs toolbar button should be visible even without hover.

Users ve confirmed the issue in linux and windows build as well. Buttons work fine though. (click post hover fine).
