"Display the progress of ongoing downloads" should be translated in "Afficher la progression des téléchargements en cours"
Indeed.
The string comes from downloads.tooltip in browser.dtd:
http://transvision.mozfr.org/?sourcelocale=en-US&locale=fr&repo=release&recherche=Display+the+progress+of+ongoing+downloads
It is present on all branches.

Here are other affected strings (thanks to Pascal for his Transvision tool and the Entity Search checkbox):
"Change the image's size as displayed in the page"
"Display a map of this address from the Web"
"Closes the Downloads window when all files are done downloading"
"Automatically install updates"
"Don't automatically install updates"
"Automatically install updates only if that's the default"
What is the rule for -ez and infinitive because I've seen -ez a lot?
Summary: [fr] Infinitive for "Display the progress of ongoing downloads" tooltip → [fr] Infinitive for various tooltips
Tooltips should probably always be infinitives or nouns.
In your example, "Display" is an infinitive anyway (otherwhise it would have been "Displays") so it has been wrongly translated even if we didn't have this rule.
That said, did you find (-ez) in tooltips describing an action or in other places? It is for example perfectly acceptable for a dialog title or groupbox label.
(also, if you are on IRC, #frenchmoz is the right place to discuss this :))

You can check easily. I found it in 62 tooltips: http://transvision.mozfr.org/?sourcelocale=en-US&locale=fr&repo=release&ent=ent&recherche=tooltip

At first glance, the (-ez) in your link are mainly "Cliquez pour <infinitive> ..." and I think it's ok ? (But if you have any suggestion...)
But yes, I agree too, the strings in comment 0 and comment 2 should be changed. And maybe we can change that, too:
N'installe pas automatiquement les mises à jour -> Ne pas installer automatiquement les mises à jour
N'installe les mises à jour automatiquement que s'il s'agit du réglage par défaut -> N'installer automatiquement les mises à jour que s'il s'agit du réglage par défaut
I'll provide a first patch here to list them all

Most (all?) of them are not actions triggered by the control but guidance, such as "Click [this button] to [infinitive]".
If we change something, I'd drop the "Cliquez pour" part altogether, it is not even correct if one is using the keyboard or a touchscreen. That bug should probably be filed on English as well.

So you want to reword all the english strings containing "click"? Of course on a tablet/phone it makes no sense, but that is a lot:
http://transvision.mozfr.org/?sourcelocale=en-US&locale=fr&repo=release&recherche=Click
We probably should split that bug here and only fix the infinitives, for now, don't you think?

Yes, that's what I meant :)
For the "Click to..." tooltips we can either go ahead and shorten them in our locale first or wait for the English ones to be corrected.
BTW, there is no real rewording to do. Just drop the "Cliquez pour" part, capitalize the next word, and you have a perfecly valid infinitive tooltip.

It's OK for me.
