Steps to reproduce:
1. Load MP homepage on your Android device https://marketplace-dev.allizom.org/
2. Swipe your finger to the left (in order to scroll the page to the right)

Expected results:
Nothing happens.

Actual results:
The page is scrolled to the right and the header remains fixed. The issue is reproducing in all the MP pages.

Notes/Issues:
Verified on FF18 (Android 4.0.4).
