Remove all text styles menu item should be dimmed for normal text

Details
using 5/8 build of netscape
1) launch netscape
2) launch composer
3) insert text
4) Select All
5) Format menu
notice the option "Remove All Text Styles" is available..It should not
be, it should be dimmed out.
Same problem for Remove Links, but this is bug 29000

I find this menu option does not work at all.
Starting with a message with a variety of styles: If I select all text, and then "Remove all text styles", nothing happens. If I select no text, the menu item is "Discontinue text styles" and still, nothing happens.
Switching the message to "plain text" editing reformats slightly, but the text styles remain. Switching message back to "rich text" allows me to edit the styles, but not "Remove all text styles" still does nothing. <pre> tags are particularly resistant to removal (<pre>'s a text style, right?). They have never worked in all my years of using Mozilla.
About the only way to get rid of the text styles is to "cut" all, then "paste unformatted".
I think the "remove text styles" item is just junk, and should be removed.
