Just looking for verification that pgbouncer is in logrotate.d config

per my concerns addressed on irc regarding the processors reconnecting successfully, should the pgbouncer daemon needing to be restarted. I have tested sending an HUP to the pgbouncer daemons and don't see any problems. Next step, manually running logrotate before putting the scripts in /etc/logrotate.d

manual run of logrotate successful for pgbouncer-web and pgbouncer-processor on stage and scripts have been put in /etc/logrotate.d

Next step, get scripts on prod and in puppet
