Canadian developer Uken Games has uploaded "Forces of War" to the marketplace. When they try to download their game in Canada they get an error reading "This app is unavailable for your platform." and further down reading "This app is currently unavailable to users in Brazil."
His IP address should not be flagging him as a Brazilian user, nor should his browser, as he is an English speaker not a pt-BR user.
It is true that their game is currently not approved for Brazilian distribution. But he is trying to find out how to download in on his own machine, outside Brazil.

This is a message that only the developer sees. This message is to instruct him to get his game approved in Brazil so users in that region can access it.
Besides users in Brazil, other users can see this app without problems. In Brazil, the game first needs a government conten rating.
The instructions have since been rewritten by our Marketplace App Review Manager (Lisa Brewster), and this change will go live on Thursday, Sept. 27 at 2:00 PDT.
Here is a screenshot of what it looks like: http://f.cl.ly/items/1p2T1X3f0z43302B3I2O/Screen%20shot%202012-09-26%20at%204.21.18%20PM.png
If you feel that this is still unclear, tips on how to clarify this would be appreciated - and we can reopen the bug for modifications.
Also, you can change your region by going to home and clicking the settings icon. Region is available as a drop-down menu.
Thanks for filing!

Christopher: the developer also might see the "not available for your platform" message if not using Firefox Nightly. The app is submitted for Desktop, Tablet, and Mobile, so they should install both desktop and Android Nightly to get a good feel for the experience.
