When a developer uploads a paid app and registers her PayPal email (bug 794695) we need to work with the Bango API to register the PayPal email. Bango will disperse payments for app purchases / in-app payments via PayPal.

I'm still working on a proof of concept in the sandbox (bug 794699) and waiting to hear back from Bango on some questions. You can probably still get the signup flow in there (bug 794695) until we have API details. Let me know if you get blocked.

I'd rather get a handle on bug 797125 until we assign this to a milestone. Supposedly we do have access now.
